Ballads has reported in from EQ2Flames that the Reinforced Slippers of Balance ( \aITEM -1095264150 2115375301:Reinforced Slippers of Balance\/a ) have been nerfed with Game Update 56. Despite being level 70 items, these were the best foot items in the game for tanking certain encounters due to the possible number of stoneskins this item could generate. We had already heard from developers that this item would not be replaced and that the effect would not be copied to other items. Indeed, a nerf was anticipated by players in fall 2009.

Instead of proccing (triggering) potentially dozens of times per minute providing dozens of stoneskins, this change means this item will only be able to absorb 3 attacks per minute.
Long overdue. But this will upset the rare few who have these.
I have an idea, lets hand out super-OP loot and remove the mobs that dropped it so that those few lucky ones who got it will be forever having an advantage. Oh wait.
“Cannot be modified except by direct means.”
What does this exactly mean. I’ve never seen a good definiation of it online and when asking about it in game, the reponsed vary from vary vague to mocking and ridicule.
Lets suppose the original proc of these boots with the 2 attack absorption had a second description of “cannot be modified except by direct means”. How would that change the proc, the effectiveness of the boots, etc.

The first instance of “Cannot be modified except by direct means.” means that the effectiveness of that proc, whether it’s a heal, ward, spell damage, melee damage, cannot be modified by other spells, buffs, or items.
For instance, if you have a ring that increases your base spell damage across the board, any item with “Cannot be modified except by direct means.” will not be improved by that base spell damage.
The second instance of “Cannot be modified except by direct means.” means that the frequency of that proc, cannot be improved or increased by other spells, buffs, or items. For instance, an effect that triggers “2.0 times per minute” can be increased to trigger more often by a Bard. But an item with “Cannot be modified except by direct means.” listed twice will not be affected by this buff.
At one time, Procs were 40% of the damage and heals in this game. Developers have slowly reigned in any effect deemed too powerful by adding “Cannot be modified except by direct means.” once and sometimes twice.
This was about time if you ask me.. I really can’t get the idea that items can survive the next tier, let alone the next 3 tiers..
