From Amnerys on the EQ2 Forums:

Are you ready to show off your best house?

When the house ratings system launches with Game Update 61, we’d like to have a few outstanding house examples ready to show off in the Hall of Fame, so we’re asking you for some suggestions!

We’ll choose a small number of “dev picks” and a copy of those houses will be copied to a Dev account. These copies will be placed across different servers, to show off as examples. We plan to avoid listing the copied house on the server where it actually exists, so the “real” house can be published as normal and be open to ratings from the community on its native server.

These houses will eventually be removed from the Hall of Fame once normal submissions start filling it up, but the goal is to have some outstanding and inspirational examples to see when the GU launches.

To suggest your house, (1) you must be the owner of the house (that way we can easily contact you via the forums), and (2) post a link to a screenshot/forum thread post for the house (as we may not have time to visit them all in-game). You can submit in the thread below, or via PM to me, Amnerys. Submissions will be accepted until 11:59 pm PDT on Sunday, August 14, or until we reach a manageable capacity.

Can’t wait to see your submissions!

And a word from Rothgar about house categories:

Originally we started out with each house layout having its own category, but that resulted in 40+ categories which was difficult to browse and manage and would result in adding new categories for every new house that comes out.  So, we decided for launch to try putting the houses in categories by size (Small, Medium, Large, Massive) based on rough surface area that you have to work with.  The outdoor spaces are considered to be part of the overall space.

We’ll see how this goes and can make changes to the category structure later if necessary.
