Last night, the EQ2 team were able to temporarily fix the requirement of knowing the Draconic language to speak to Slymar, however this is now a permanent change. Anyone who purchased the Tears of Veeshan expansion gains access to this monk mercenary. From the EQ2 Forums: MERCENARIES You no longer have to speak draconic to hire the ToV Aerakyn Merc.
